Do I need a permit for an illuminated sign in Edmonton?Sign permit, electrical permit and illumination rules
In Edmonton the City regulates signs on private property under Zoning Bylaw 20001 (section 6.90). According to the City:
- Sign permit: all signs on private property need a sign permit (a Development Permit), except those listed in section 7.120 of the Zoning Bylaw. You must have the permit before the sign is installed – installing a sign without one is an offence subject to fines and penalties.
- Electrical permit: a sign with an electrical connection also needs an electrical permit. Under the Alberta Safety Codes Act and Permit Regulations an electrical permit is required to install, alter or add to an electrical system, and contractors must hold a valid City of Edmonton business licence.
- Illumination: an illuminated sign must not shine or reflect light onto adjacent sites with a residential use, face an adjacent residential use or health care facility, or flash or strobe. The intensity of exposed bulbs on a sign (digital signs excluded) must not exceed 1,100 lumens.
- Night-time: an illuminated sign that faces or is within a protected natural area or park, or that faces a residential use, must be turned off daily between 12:00 AM and 5:00 AM – unless it carries on-premises advertising for a business that operates during that time, and only while the business is open.
- Fascia and projecting signs: in the mixed-use, neighbourhood commercial, general commercial, business commercial and business employment zones they may be illuminated. Fascia signs are limited to 20 m² each; together with wall-parallel projecting signs they may cover no more than 50% of the façade. Signs projecting from the wall can extend up to 2.0 m, with up to two per ground-floor establishment, and the top must not be above the eaveline or roofline of a one- or two-storey building (or the second storey of a taller building). In small-scale residential and agricultural zones, fascia, freestanding and projecting signs may only be lit by external illumination.
- Clearance: a sign above a driveway or a path used by pedestrians and active mobility users must keep a minimum vertical clearance of 2.5 m (with exceptions for signs projecting less than 0.1 m from the wall).
Heritage sites: a sign that needs a Development Permit on a site with a designated historical resource, or one listed on the Inventory of Historical Resources of Edmonton, must be developed to the satisfaction of the Development Planner in consultation with the City's heritage planners. Zones and specific development regulations can add their own sign rules, and they take precedence over the general section.
