Do I need approval for an illuminated sign in Auckland?Signage Bylaw, Unitary Plan, heritage and building consent

In Auckland most business signs are managed under Auckland Council's Signage Bylaw 2022, while the Auckland Unitary Plan covers billboards, comprehensive development signage and signs on scheduled historic heritage places. According to Auckland Council:

  • Three possible routes: depending on the sign, you may need a bylaw approval only, a bylaw approval plus resource consent, or resource consent only.
  • Illumination: the bylaw has general rules on illumination, changeable messages, public safety and traffic movement. Council can attach conditions such as a lighting report after installation.
  • Window signs: council guidance says a window sign set back more than 15 mm from the front window is not regulated by the bylaw.
  • Rooftops: signage on the roof of a building, or signage that obscures the architectural top of a building, needs council approval.
  • Heritage: signs on or close to a scheduled historic heritage place are controlled by the Unitary Plan.
  • Billboards: in most situations a billboard needs both a resource consent and a building consent. Council suggests phoning 09 301 0101 to check what applies to your site.
  • Waterfront and state highways: illuminated signs next to the coastal marine area are referred to the Harbourmaster, and signs on the state highway network are controlled by NZTA.

Building consent: under Schedule 1 of the Building Act 2004, a sign generally does not need a building consent if no face is larger than 6 m² and its top is no more than 3 m above the ground, or if a chartered professional engineer designs or reviews it. Larger or higher signs need a building consent, and exempt signs must still meet the Building Code and the district plan.

Heritage buildings: Heritage New Zealand Pouhere Taonga keeps the New Zealand Heritage List. If your building is listed, ask the council before fixing anything to it.
