Do I need a permit for an illuminated sign in Al Wakrah?Al Wakra Municipality licence, Arabic text, owner approval
In Qatar, a sign that promotes a business counts as an advertisement under Law No. 1 of 2012 (as amended by Law No. 5 of 2025), which the Ministry of Municipality applies through the competent municipality – the one covering your address, in Al Wakrah that is Al Wakra Municipality. According to the law and the Ministry's advertising guide:
- Licence first: an advertisement needs a licence from the competent municipality before it is placed. The application includes a drawing with the content, specifications, materials and fixing method.
- Decision time: the municipality must decide within 15 days of the application. No answer within that time counts as a refusal, and you can appeal to the municipality within 15 days.
- Arabic text: the advertisement must be in Arabic; another language may be added next to it under the municipality's rules. The Ministry's 2022 advertising guide is reported to ask for a balance between Arabic and English text and an accurate translation.
- Owner approval: if the building is not yours, you need the owner's written consent.
- Safety and location: the sign must not endanger people or property, block ventilation openings or hinder rescue access. Advertisements are banned on places of worship and on historic buildings and their walls.
- Penalties: unlicensed advertisements can be fined up to QAR 30,000, and the municipality can have a non-compliant sign removed at the owner's cost.
Local enforcement: Al Wakra Municipality's Municipal Control Department has acted on advertising violations under Law No. 1 of 2012, according to Qatar Tribune, so apply before you install. If your unit is in a mall or a managed development, ask your landlord or property manager whether it has its own signage rules.
