Do I need approval for an illuminated sign in central Singapore?BCA advertisement licence and URA Central Area guidelines
In Singapore the Building and Construction Authority (BCA) licenses outdoor signs and signboards, applying the Urban Redevelopment Authority (URA) guidelines. According to BCA and URA:
- Outdoor signs need an advertisement licence from BCA, applied for through the Advertisement Licensing System (ALS) with Singpass. URA planning permission is not required for putting up outdoor signs. BCA defines "outdoor" as a roofed space that is not fully enclosed and is accessible to the public or used by pedestrians – if your sign sits behind glass inside the shop, ask BCA how it classifies it.
- Exemption: a single signboard, or a series of related signboards, with a total area of not more than 5 m² does not need a licence.
- Central Area: Orchard Road, Raffles Place and the CBD fall under URA's Central Area guidelines (circular URA/PB/2021/04-CUDG, effective 1 June 2021), which BCA applies when assessing licences. Check the exact boundary on URA SPACE.
- Lighting: signs illuminated by flickering, flashing or running lights are prohibited, except on certain streets along Orchard Road, Bras Basah/Bugis and Chinatown. A steady, non-flashing LED neon sign avoids this issue.
- Conservation buildings: for signs on gazetted conservation buildings or National Monuments, URA Conservation clearance is needed before applying to BCA.
- Consent and timing: tenants need written consent from the property owner and landlord (and the MCST where applicable). BCA typically takes 7 working days if all documents are complete; if URA must evaluate the proposal, allow about two more weeks.
