Do I need approval for an illuminated sign in Tampines?BCA advertisement licence, Town Council and HDB consent
Tampines lies outside the Central Area, so URA's guidelines for outdoor signs outside the Central Area (circular URA/PB/2009/21-PPG) apply, and BCA licenses the signs. According to BCA and URA:
- Outdoor signs need an advertisement licence from BCA, applied for through the Advertisement Licensing System (ALS) with Singpass, before installation. URA planning permission is not required.
- Exemption: a single signboard, or a series of related signboards, with a total area of not more than 5 m² does not need a licence. Signs on any stall within a hawker centre, food centre or market are also exempt.
- Town Council units: for commercial units managed by a Town Council, owners must submit the Town Council's written consent; tenants need written consent from the Town Council, the unit owner and the landlord (if different). BCA also lists HDB and Town Council among the parties that endorse the application documents where applicable.
- Signboards (signs naming the tenant business) are allowed on all buildings, subject to requirements on size, height and form. Advertisement signs on residential buildings, and on the residential component of mixed-use buildings, are prohibited.
- Lighting: signs illuminated by flickering, flashing or running lights are prohibited. A steady, non-flashing LED neon sign avoids this issue.
- Timing: BCA typically takes 7 working days if all documents are complete.
