Do I need consent for an illuminated sign in Queenstown?QLDC Chapter 31, town centre guidelines, heritage

Queenstown Lakes District Council (QLDC) manages signs through Chapter 31 (Signs) of its Proposed District Plan, which applies across all zones. Queenstown is a tourist and alpine destination, and the council describes signs as something to manage carefully for visual amenity and traffic and pedestrian safety. According to QLDC:

  • Commercial areas: the council's Chapter 31 fact sheet says signs in commercial areas will generally still require resource consent, so the council can consider design, location, safety and compliance with guidelines.
  • Design guidelines: the plan has the council consider the Queenstown Town Centre Special Character Area Design Guidelines 2015 (and the Arrowtown Design Guidelines 2016 for Arrowtown) when it assesses signs.
  • Illumination: in the September 2023 appeals version of the chapter, the illumination of signs (other than digital signs) must not exceed 250 cd/m².
  • Heritage: the fact sheet says signs on a heritage feature or within a heritage precinct listed in the plan still need discretionary resource consent.
  • Brand-only hoardings that do not relate to an activity on the site were proposed to be prohibited, and off-site signs are more tightly restricted.
  • Roads and state highways: a sign on or over council land needs the council's approval as landowner, and a sign on or over a state highway needs approval from NZTA.

Building consent: under Schedule 1 of the Building Act 2004, a sign generally does not need a building consent if no face is larger than 6 m² and its top is no more than 3 m above the ground, or if a chartered professional engineer designs or reviews it. Larger or higher signs need a building consent, and exempt signs must still meet the Building Code and the district plan.

Heritage buildings: Heritage New Zealand Pouhere Taonga keeps the New Zealand Heritage List. If your building is listed, ask the council before fixing anything to it.

Sources: QLDC – Chapter 31 Signs fact sheet, QLDC – Chapter 31 Signs (annotated appeals version, Sep 2023), Building Act exemption as explained by Christchurch City Council, Heritage New Zealand, as of October 2026. This is not legal advice – the local authority makes the final decision.

What we provide for your applicationPhotomontage and specifications

Council applications for signs usually need drawings or a photomontage with dimensions, position, projection and the illumination method. In a town with design guidelines, a realistic photomontage on your own frontage helps. With your free design preview you get:

  • your sign shown on a photo of your storefront
  • dimensions, materials and light colour
  • which elements light up and which are printed

You or your sign installer submit the application.

Installation in QueenstownFit it yourself or hire a local installer
  • Indoor LED neon signs come with fixings and a plug-in power supply – hang it up and plug it in, step by step in our installation guide.
  • Outdoor signs, light boxes and hard-wired signs must be connected by a registered electrician – in New Zealand, hard-wired electrical work is generally restricted to registered electricians (see the Electrical Workers Registration Board). Queenstown has local sign installers who also fit signs made by others.
