Do I need a permit for an illuminated sign in Jeddah?Municipality licence, Arabic text, historic Jeddah

In Saudi Arabia, illuminated and regular shop signs fall under the Regulatory Rules for Advertising Signs (Royal Decree No. M/35 of 1992, as amended), supervised by the Ministry of Municipalities and Housing through the regional municipalities (amanas) and local municipalities. According to the rules and published circulars:

  • Licence first: according to press coverage of the ministry's updated sign requirements, an official licence is required before any sign is installed. The competent amana or municipality regulates and supervises.
  • Fees: the rules set an annual fee on shop signs of up to SAR 400 per square metre or part thereof (2022 amendment); the minister sets the criteria by sign type and location.
  • Language and content: the rules require the rules of classical Arabic to be applied and the content to be consistent with Islamic principles. Arab News reported in 2008 a directive by the then Minister of Municipal and Rural Affairs that signboards be written in Arabic, with names in other languages smaller beneath – check the current requirement with your municipality.
  • Commercial sign guide: a ministerial circular (1442 AH) directed that the Commercial Signage Requirements Guide apply to new applications and licence renewals. Its provisions include: a sign made of raised letters only, on the wall band between the ground and first floor; content limited to the trade name, commercial registration number and logo; concealed lighting behind the letters, with spotlights not allowed; no extra backgrounds; no signs on upper floors; and letters must not block windows.
  • Different designs: municipalities may issue a detailed local guide, and a different proposed design can be submitted to the amana for review and approval.

In Jeddah: the competent authority for shop signs is the Jeddah Governorate Municipality. Historic Jeddah (Al-Balad) has been a UNESCO World Heritage site since 2014, and Jeddah Municipality has published building guidelines for it (2014, hosted on the UNESCO site). We have not verified what they say about signs, so if your shop is in Al-Balad, ask the municipality about storefront and sign rules before you approve a design.

Sources: Regulatory Rules for Advertising Signs (Bureau of Experts translation, hosted by the ministry), Commercial Signage Requirements circular (Qanoniah), Arab News – Arabic signboards (2008), Al Watan – ministry's updated sign requirements, UNESCO – Historic Jeddah building guidelines, as of October 2026. This is not legal advice – the local authority makes the final decision.
