In Qatar, a sign that promotes a business counts as an advertisement under Law No. 1 of 2012 (as amended by Law No. 5 of 2025), which the Ministry of Municipality applies through the competent municipality – the one covering your address. According to the law and the Ministry's advertising guide:

• Licence first: an advertisement needs a licence from the competent municipality before it is placed. The application includes a drawing with the content, specifications, materials and fixing method.
• Decision time: the municipality must decide within 15 days of the application. No answer within that time counts as a refusal, and you can appeal to the municipality within 15 days.
• Arabic text: the advertisement must be in Arabic; another language may be added next to it under the municipality's rules. The Ministry's 2022 advertising guide is reported to ask for a balance between Arabic and English text and an accurate translation.
• Owner approval: if the building is not yours, you need the owner's written consent.
• Penalties: unlicensed advertisements can be fined up to QAR 30,000, and the municipality can have a non-compliant sign removed at the owner's cost.

Lusail district guidelines: Lusail Real Estate Development Company (LREDC) publishes a signage guidelines summary (revision of September 2023) which says all signage must follow the guidelines of its district. For an individual shop unit with its own entrance, the summary lists:

• one wall sign above the entrance, projected without a backboard, with a maximum height of 1 m
• projecting and hanging signs on ground-floor units only, with at least 2.5 m of vertical clearance above pedestrian areas
• no signs on roofs, and no advertising signs for lease or product sales at building level

The summary does not describe the approval steps, so confirm the rules for your district and your unit with LREDC or your landlord before you order.
